为纪念孟良崮战役胜利66周年，打造全国一流的党性教育基地和红色旅游基地，山东省党员领导干部党性教育基地孟良崮教学点改造提升建设指挥部将联合中国雕塑网等单位共同举办“英雄孟良崮”主题雕塑国际大赛。现将有关事项公告如下：
一、活动名称
纪念孟良崮战役胜利66周年——“英雄孟良崮”主题雕塑国际大赛。
二、大赛主题
选题、材质、艺术风格和表现手法均不限。

本次征集活动特成立“英雄孟良崮”主题雕塑大赛组委会（以下简称组委会）。组委会下设艺术委员会、评审委员会，分别设于山东省党员领导干部党性教育基地孟良崮教学点改造提升建设指挥部办公室和中国雕塑网编辑部。
本次征集的雕塑拟安放地点是：①京沪高速公路孟良崮出入口处。②孟良崮战役遗址区入口处（位置在孟良崮战役纪念馆前广场，205国道与英雄路交汇处）。③孟良崮战役纪念馆广场前。④孟良崮上山沿途等地。
四、参赛对象
海内外的雕塑艺术家、雕塑工作者、海峡两岸艺术类院校的广大雕塑家、师生、雕塑类专业艺术组织机构或企业均可报名。
五、活动时间安排及评选办法
2013年5月至10月
1、大赛征稿起止时间： 2013年6月初至7月底，参赛稿件请于7月31日下午6:00前（以北京时间为标准时间，截稿日期以信函邮戳为准）寄送至蒙阴县委党性教育工作办公室（地址：蒙阴县城府东路县住建局办公楼四楼 党性教育工作办公室 邮编：276200），信封背面注明“‘英雄孟良崮’主题雕塑大赛参赛稿件”字样。
2、初评评选时间：2013年8月1日至5日，评审委员会组织初评，评选出66件入围参展作品，并通知入围作者制作参展雕塑立体模型，筹备参展。
3、制作、送展时间：2013年8月6日至9月1日，入围参展的作者需将参展的立体模型作品安全地送至孟良崮战役纪念馆。
4、入围参展作品展览时间：2013年9月1日至10月10日，在孟良崮战役纪念馆举办“英雄孟良崮”主题雕塑展。组织评选。
5、总评评选时间：2013年9月5日至9月19日，组织总评，评选出金银铜奖及优秀奖。对外公布公示获奖作品名单，举行颁奖仪式。
6、商讨事宜：2013年9月至10月，与有关获奖作者商洽。
六、奖项设置
金 奖1名 奖金10万元
银 奖2名 各奖6万元
铜 奖3名 各奖3万元
优秀奖60名 各奖4000元
以上金奖、银奖、铜奖奖金为税前奖金，优秀奖奖金为税后奖金，各奖项均颁发荣誉证书。
七、活动细则
1、海内外的相关单位及个人均可报名参赛。报名需按要求填写报名表。
2、参赛稿件包括如实填写的报名表、设计方案文本（A3版面），电子档文件格为jpg,传到电子邮箱：yxmlg66@163.com 请于2013年7月31日前寄送至蒙阴县委党性教育工作办公室（地址：蒙阴县城府东路县住建局办公楼四楼 党性教育工作办公室 邮编：276200），信封背面注明“‘英雄孟良崮’主题雕塑大赛参赛稿件”字样。
3、大赛评审委员会对征集的参赛稿件进行参展资格评选，评选出参展入围作品66件。入围的参赛稿件及作者名单将在中国雕塑网和蒙阴县人民政府网公布。入围作者须在规定时间内制作展品并保证完好送抵孟良崮战役纪念馆，运费等相关费用由作者自行承担。展品应完全符合参赛稿件中提供的作品效果图（或手绘图、实物照）。如有变更，须事先与评委会达成一致意见，并经过组委会的公示，否则组委会有权不予兑现奖金和荣誉证书。
4、展览期间，大赛评审委员会根据入围作品情况，组织评选，获奖作品和作者将在中国雕塑网和蒙阴县人民政府网公布公示。活动承办单位将视情况与有关作者商洽雕塑放大落地事宜。
5、2013年9月10日，公布公示获奖名单，举办颁奖仪式。
八、特别声明
1、所有奖金均以人民币形式支付。所有获奖作品均由活动主办组委会颁发荣誉证书。
2、参赛作品必须为原创作品，并依法享有著作权。严禁抄袭、舞弊行为，且不会侵犯其他人的知识产权（著作权、商标权、专利权等）。如有发现，立即取消参赛资格；由此造成的任何纠纷，一切法律责任及给主办单位造成的损失由参赛者承担。
3、蒙阴县委党性教育工作办公室对入围作品拥有知识产权，有永久使用权，有权进行修改、综合处理。
4、凡参赛者均被视为同意并接受本声明，无须书面或其他方式予以确认。
5、本次活动所有有关的一切争议均应适用中华人民共和国相关法律，并在蒙阴县解决。组委会对本次活动具有最终解释权。

In order to commemorate the 66th anniversary of victorious Menglianggu Campaign, and build a national top-ranking party spirit education base and revolutionary tourism base, the transforming and upgrading construction headquarter of Menglianggu branch of Shandong province party spirit education base for party members and leaders, associating with the Chinese Sculpture Net and other units, co-organized the international sculpture competition with the theme “Hero Menglianggu”. Its related issues are as follows:
I. Title
Commemoration of the 66th Anniversary of Victorious Menglianggu Campaign“Hero Menglianggu” Theme International Sculpture competition
II. Theme
Topics, materials, artistic styles and performance practices are not limited.

This competition sets up the “Hero Menglianggu” Theme Sculpture Competition Organizing Committee (hereinafter referred to as “Organizing Committee”). The Organizing Committee consists of the Arts Council and Accreditation Committee, respectively located in the transforming and upgrading construction headquarter office of Menglianggu branch of Shandong province party spirit education base for party members and leaders and editorial department of Chinese sculpture net.
The Sculptures collected in this competition will be placed in: (1) Menglianggu Entrance of Beijing-Shanghai expressway; (2) Entrance of Menglianggu campaign site (square in front of Menglianggu campaign memorial hall where state road 205 and hero road meet); (3) in front of Menglianggu campaign memorial hall square; (4) Along the way to Menglianggu Mountain.
IV. Participants
Sculpture artists and workers both at home and abroad, the sculptors, teachers and students of the art schools Cross-strait, professional art organizations or enterprises are invited to participate.
V. Time Arrangement and Selection Methods
From May to October 2013
1. Starting and ending time of calling the contributions: from early June to end July 2013. Please send before 6 pm on July 31st (Beijing time for standard time, submission date refers to local postmark) to Party Spirit Education Work Office of Mengyin County Committee (Address: Party Spirit Education Work Office, 4th floor, office building of Bureau of Housing and Urban-rural Development, East Chengfu road, Mengyin county. Post code: 276200). Please note the words “Hero Menglianggu” theme sculpture competition contribution on the back of the envelope.
2. Time of the initial selection: from August 1st to 5th 2013. The Accreditation Committee Organizes initial evaluation and selects 66 finalist entries and notifies the competitors to prepare the stereo model for the exhibition.
3. Time of making sculptures and sending: from August 6th to September 1st 2013. Finalist competitors need to send the stereo models to Menglianggu campaign memorial hall safely.
4. Exhibition time of finalist entries: from September 1st to October 10th. “Hero Menglianggu” Theme Sculpture Exhibition will be held in Menglianggu campaign memorial hall. Comparison and selection will be organized.
5. Time of final selection: from September 5th to 19th 2013. Select the gold, silver, bronze award and the honorable mention. The lists of winners will be published and the awarding ceremony will be held.
6. Time of discussion: from September 9th to 10th. Discuss with winners.
VI. Prizes
One gold award, a bonus of 100,000 RMB
Two silver award, a bonus of 60,000 RMB each
Three bronze award, a bonus of 30,000 RMB each
60 honorable mention, a bonus of 4,000 RMB each
Gold, silver and bronze award are pre-tax bonus. Honorable mention is post-tax bonus. Each prize will be awarded a certificate.
VII. Detailed Rules
1. Units and individuals both at home and abroad are invited to participate. The entry form needs to be filled.
2. Contribution s for the competition includes the truthful entry form, design scheme (A3 layout, Electronic file in jpg format, sent to E-mail: yxmlg66@163.com before July 31st 2013), and introduction of works (including the title, materials, dimensions and necessary creative description). Please send paper contributions before 6 pm on July 31st ( Beijing time for standard time, submission date refers to local postmark) to Party Spirit Education Work Office of Mengyin County Committee (Address: Party Spirit Education Work Office, 4th floor, office building of bureau of housing and urban-rural development, east Chengfu road, Mengyin county. Post code: 276200). Please note the words “Hero Menglianggu” theme sculpture competition contribution on the back of the envelope.
3. Accreditation Committee determines 66 finalist entries. The finalist entries and the competitors’ name list will be published on Chinese Sculpture Net and the website of Peoples’ Government of Mengyin County. The finalist competitors have to send theirs exhibition works to Menglianggu Campaign Memorial Hall safely within the time allowed, related costs borne by the competitors. Exhibition works should be fully consistent with the effect of original manuscripts (or drawing, pictures). If there is any change, it is necessary to discuss with Accreditation Committee and pass through the publicity of the Organizing Committee. Otherwise, Organizing Committee has the right not to pay the bonuses and certificates.
4. During the exhibition, the Accreditation Committee will select the gold, silver, bronze and the honorable mention. The winning works and the winners’ name list will be published on Chinese Sculpture Net and the website of Peoples’ Government of Mengyin County. The sponsors will contact with relevant winners to discuss the business of enlargement and landing of the sculptures.
5. From September to October 2013, the name lists of winners will be published and the awarding ceremony will be held.
VIII. Special Statement
1. All the bonuses will be paid in RMB. All the winning works will be awarded certificates by Organizing Committee.
2. Entries must be original works and entitle the copyright legally. Copying and cheating are forbidden. Entries should not infringe other people’s intellectual property rights (copyrights, trademarks, patents, etc.). The entry found illegal will be disqualified immediately. Any dispute that may cause, the legal responsibility and the loss of the organizers, attribute to the competitor.
3. Party Spirit Education Work Office of Mengyin County Committee owns the intellectual properties and perpetuities of the entries, and has the right to make modification and comprehensive treatment.
4. All the competitors are deemed to agree and accept the statement without any recognition in written or other forms.
5. All the disputes in this competition apply to the related laws of the People’s Republic of China and should be settled within Mengyin County. The Organizing Committee reserves the right of final interpretation.
